CCA

Consumer Credit Act the legislation which is set to control the lending of money to individuals.

A regulated loan is a loan not exceeding £25,000 and would hence not include a mortgage over £25,000. For this reason many lenders set a minimum loan of £25,001 so as to not be treated as a regulated loan.
